My horrible experience with Top Construction: They called and said 'our good friend xxx recommends our work' we scheduled an appointment and the salesman showed up a half hour late. MY friend had never met them, she had recieved a cold call. When I asked if they had done her remodel, he said 'yes'. First he said the estimate was good for a year then after he knew I was interested said I had to sign immediately, backdated the contract to void the three-day cancellation clause. Said state law REQUIRED me to pay 10% down, it doesn't, it limits what they can ASK, does not require customer to pay. Did NOT leave a copy of the cancellation information nor the arbitration information, but signed the contract saying he did, Very high pressure had to sign right now, or price would go way up, he wouldn't allow me to wait two hours until after my meeting, told me to go late to meeting. He knew I had a time limit as I had a meeting to go to, made me 45 minutes late to go to the meeting. They did work not on the contract then presented me with a huge bill. Thinking the electrician was licensed we negotiated down to about a third. I paid $300 an hour for unlicensed electrician?, what did I know? He said all work would have the required permits and done to code. They got one of the four required permits and did not do the work to code. Later he refused to get permits for four tasks, refused to do work to code. He guaranteed all workers would speak English, they didn't. This company goes after sr. citizens as the other review states and the salesman said he liked working with sr. citizens best. Is it because we don't fight back?
The salesman told me he himself had a General Contractor's license, he doesn't. There is constant pressure to add more work instead of doing good work. He illegally demanded advanced payments.
Turns out neither he nor the workers know code, or don't care, every one who came out violated code. His boss came out and agreed to fix everything, then two months I waited and 5 of them came then refused to fix anything. Repeatedly told me they had never had a complaint before but I find they have them on the state contractor's board list and here. A few of the code violations, some ugly work: Bathroom remodel: Tiles falling off walls, tile lower than drain, mortar down the drain, weep holes in drain clogged with mortar,shower floor unsupported, and electric code violations. Sawed through shower walls into three other rooms. Put in heater even though I refused, without a separate required circuit. Concrete work: removed gate post support, poured onto copper pipe and 1/2" in places, concrete all over 11 doors and windows, my stucco walls and neighbor's wall. Left my gate laying out in the alley, good thing it wasn't garbage pick up day.
I settled with them, not enough to have the work fixed, and nothing for their damages.
Many more problems in my report to the CSLB and TC's owner only disputed two items: 1. Owner thought I was complaining about the fan in the permitted bathroom, I was complaining about the non-permitted fan 40 feet away. 2. Owner claimed they had not said "our good friend xxx recommends our work", when that was exactly what they had said.
What they did right: pulled weeds and saved my flower bulbs and removed a tree.
Would you like to have this same experience? Would you like to have a toilet sitting in your entry hall for 9 months? If so, these are the guys for you. There should be a zero stars rating, dontcha think??
