Company refuses issuing a refund

I originally spoke to Jeremy at Pinnacle Tax and Financial Services and we set up an appointment to meet on Nov. 13th, 2012 . We decided to go back to 2004 and redo all my taxed thru 2011. This was priced at $5900 with a monthly payment arrangement to be fully paid by end of March 2013. I was EXTREMELY clear on making certain that my current wages will NOT be garnished. At the meeting present with Jeremy and I, was his supervisor (so i was told), Christopher. Christopher looked me in the eye and told me that there will be NO garnishment and that this will actually help my case as to STOP anything further. I was assured 100% there would be no complications. I went ahead with paying $500 on Nov 15, 2012 with an agreement to get it all started. I was to call back in December and stop the payment for that month due to my scheduled knee surgery on the 20th. I was also to call back in January and confirm payment withdrawal on the 15th. ALL WAS AGREED. On Nov 15th when i called to confirm payment, Christopher told me that they will NOT be redoing my taxes and INSTEAD they will be submitting them as they are...A COMPLETE CHANGE IN THE PLAN! He told me also that he would give me a new quote. I told him i had a quote for our original plan from someone else for $1700!!! I called back and left messages for Jeremy on Dec 27th, Jan 3th, and finally Jan 10th when I spoke to curtis (refund mngr). No new quote!!! And i received a letter dated Jan 2nd that my wages are GARNISHED!
Now thanks to them, I have incurred legal fees attorney fees and not to mention that i am getting paid less now too!!!
