The size chart on the site was completely wrong.

I called back the next day and got Elsie. She was just terrific. I gave her the measurements we had from the dress received, she measured one she had in stock and understood the problem. Within minutes the size chart was off the site and she contacted the manufacturer for a correct list of sizes/measurements. She handled the exchanged with patience and care, she was wonderful. She really cared and contacted the manufacturer a second time because of an additional question. She didn't even hesitate, in fact I felt bad and she insisted that everything should be handled to my satisfaction. I would absolutely recommend working with this vendor, but make sure you have the time to reorder if necessary.
