failed inspection

FHIA,LLC (Florida Home Improvement Associates) installed impact doors and windows at my home. 05/24/19 the City Building Department rejected the permit(failed inspection). Ever since I cannot get a re-inspection. At one time I was told the city had everything they needed for re-inspection. The city stated they did not receive any revision nor funds for a re-inspection. I then contact FHIA and get another excuse. They say they will contact me and they don't (at least twice). I even contacted the salesman, but that did not help. Mr. X who I have been dealing with, cannot even be reached at times. If he does not answer, your call goes to a voice mailbox that is full, thus you cannot even leave a message. He was to call me today, but once again he did not. I called and texted him today without a response. I do not know what else to do, but maybe contact the credit card company and file a fraud case? Without an approved inspection, the windows to not have true value. An insurance price break will not happen because I cannot pass mitigation. I cannot remove stickers from windows; cannot clean windows; cannot insurt plugs to hide anchor bolts; and I do not want to hand window blinds if I have to remove to insurt plugs and clean windows if I ever get an approved inspection.
