Fuel charge scam. I was late for my flight at Miami Airport and I didn't show my gas receipt at the customer counter when I returned the car. So Budget added a fuel charge to my credit card. I mistakenly assumed they would read the gas gauge and see I had topped off the tank at the Shell station around the corner. Seems like a perfect way to ding customers that are also late for their flights and don't have time to wait in line to show their gas station receipts.
In 2007 Budget settled with the Federal Trade Commission for this scam. Read about it on the FTC web site. "Budget Rent-A-Car has agreed to settle Federal Trade Commission charges that it failed to adequately disclose a “fuel” fee automatically charged to customers who drove fewer than 75 miles." Apparently they are back to using the same rip off as before. More profitable to pay the FTC fines than give honest customer service?
