Given the run around to be locked into purchase

I placed an order for some wheels on March 19 for a vehicle I had purchased. After a while I start having issues with the vehicle, so I consider selling it. By March 22nd I ask what's the status of the order, because since it's considered a "special order" it cannot be cancelled if it ships. I didn't get a reply until the 30th that it was backordered (which I wasn't informed of anywhere on the site or by email prior). On April 4th I ask for a refund on the wheels.
I am told they'll confirm cancellation and get back to me. I get an email all of last week that they're confirming with the manufacturer. I ask what would prevent the manufacuter from running out the clock with no response until the wheels ship and I am stuck with them. I am assured that they have my cancel order, and as soon as it's confirmed I'll be refunded. I just got an email saying that the item shipped and a refund cannot be issued. The tracking number and label wasn't created until the 10th, Friday, so they did exactly what I predicted, ran out the clock and then claimed to be victims of no return policy.
