Clinton,
It looks like they are relatively new in business and their website doesn't give any information on what qualifications they have to perform loan mods. These companies need to be registered with the Department of Justice and you can verify this by contacting the CA Attorney Generals Office at 800-952-5225. You can click on "View BBB Report" above to see their BBB Reliability Report.
Have you tried calling a HUD-approved nonprofit housing counselor? You can speak with a certified counselor by calling 888-995-4673. They can evaluate your housing options, open lines of communication with mortgage lenders, negotiate a loan modification, and help you with household budgeting, all at no cost.
The California Attorney General's press release on "forensic loan audits" is posted here on TrustLink under "New Scams".
For more info on loan modification, check out the LABBB's Facebook page at: http://www.facebook.com/note.php?note_id=177783022194
Specifically, check out the "Notes" on various loan mod topics and info that can apply to homeowners anywhere.
Also, check out the "loan modification" tagged questions here on this forum.

Hi Lee,
The company has 111 complaints filed with the BBB in Boston and 70 of those were closed in the last year. You can access their report here: http://www.bbb.org/boston/business-reviews/mortgage-brokers/neighborhood-assistance-corporation-of-america-in-jamaica-plain-ma-53646/
If you haven't engaged in an actual business transaction and cannot get a hold of them already, I would suggest going elsewhere.

Hi John,
No, it is not legal. It has been against the law in California since October 2009 to charge an upfront fee for a loan modification.
