The BBB does not directly determine whether or not a company stays in business. The BBB does it's best to mediate complaints and provide accurate ratings on businesses based on the information on file (see BBB Report above).
Enough complaints have to be filed with the appropriate State or Federal Agencies in order to grab their attention and prompt the action necessary to investigate or "shut down" the business. In this case, contacting the CA Attorney General was the best choice - you can also contact the BBB to file a complaint if you haven't already.
